After Peace: Law Enforcement of Elgana

While the six-ringed world Elgana has the one ruling power that is the High Collection, each of the five races also has their own kind of law enforcement. During the events of “The Choice of Aurvandil“, this law enforcement was a bit shaky. However, after peace was made the law enforcement in “The Gold of Charmteller” is pretty solid. Here is what it looks like.

First of all, the High Collection only deals with things concerning the entire world or if any of the races does something against other races.

Internal skirmish is dealt with by the law enforcement of that race. However, there are certain worldwide standards which each law enforcement faction must follow:

  1. If a citizen commits any of these crimes, they must be put up for trial in their own Ring. The duration and decision of each trial is each race to their own.
    • Murder
    • Rape
    • Kidnapping
    • Body trafficking
    • Robbery with and without assault
  2. If the decision comes to the death penalty, such punishment must happen in the Fifth Ring. A race must not practice the death penalty within their own Ring or any other Ring.
  3. A life-sentenced criminal must spend that time in the Fifth Ring and nowhere else.
  4. Any life-sentenced magic-bearing citizen must have their magic stripped before entering the Fifth Ring. Exceptions are only for health reasons.
  5. If a criminal is deemed dangerous to others, they must be put into the quarantined cells in the Fifth Ring.
  6. Possibility of parole for long-sentenced criminals is up to the decisions of the law enforcement of each of the races.

As you can see, it’s pretty general. Any drugs or alcohol is limited in this world anyway, so there is no way someone can commit some drug or alcohol crime.

Now, that we’ve established that, let’s take a look at how the individual races do their own law enforcement and who takes care of the internal peace of each Ring.


Humans

High Collection Representative

Elected from campaigning Humans, the representative only participates in High Collection activities and leaves internal skirmish to the police faction. However, they do have the power to give out orders to the police if they deem it necessary.

Police Force

Normal police like how it works in our world as we know it. Listens to orders of the High Collection representative.

Halfhumans

High Collection Representative

Elected from campaigning Halfhumans OR it could be the tribal Chief. The representative only participates in High Collection activities and leaves internal skirmish to the police faction. However, they do have the power to give out orders to the police if they deem it necessary.

Police Force

Normal police like how it works in our world as we know it. Listens to orders of the High Collection representative.

Tribal Chiefs

Halfhumans practice tribal structure. This has been passed down from their anthropomorphic ancestors. They have also adapted the Human democratic election system when choosing the next chief.

Each sub-specie of Halfhuman has their own chief. You can think of the tribal chief as the town mayor in some sense. The tribal chief will only deal with things going on within the single tribe.

The chief will be in power for three years until the next election campaign must begin.

The chief can be a High Collection representative as well.

Kathula

High Collection Representative

After peace was brought to the world at the end of “The Choice of Aurvandil”, clan structure has more or less been abominated and merged into one. Also, during that book, there were no Kathula representatives in the High Collection.

The current leading Kathula female, who happens to also inherit the leader status from her former clan, works as the High Collection representative as well.

For the time being, she is the only leader working alongside another Kathula. Together they will help Kathula survivors and hopefully save the race from near extinction. Crimes are unaccounted for at the moment as the two leading forces focus on reviving the race instead of seeing who is or was a criminal at any point for any reason.

Sorcerers

High Collection Representative

The High Collection Sorcerer representative is an Arch which is the highest rank a Sorcerer can be. It has been the same Arch for many, many years. The representative only participates in High Collection activities and leaves internal skirmish to the police faction.

Police Force

The police force of Sorcerers has several leading commanders and second commanders, each who are in charge of different aspects of law enforcement. Some may focus on crimes which require a trial, others may focus on petty things like minor theft or minor assault and keeping peace among towns and cities, and others may only focus on the dealings to and fro between the Fifth Ring (jail Ring) and the Fourth Ring (Sorcerer Ring).

The leading commanders within each city also act as governors, somewhat, making decisions for the entire city but only in terms of rules and regulations. At the same time, they abide to the limitations put forth by the High Collection.

Archs

As the highest ranking Sorcerers, an Arch’s decision or idea is often considered by the police force if the Arch speaks up about any problem or decision being made. The Arch’s word goes above all.

Edglings / Shaa

High Collection Representative

During “The Choice of Aurvandil”, the Shaa did not have a representative within the High Collection, however, that has since changed. Now, the General of the Shaa Army is the representative at the High Collection. The representative participates in High Collection activities and commandeers the Army of the Shaa.

The Shaa Army or Army of the Shaa

Since the collapse of their monarchy, the Shaa Army is the leading force with the General acting as the main leader. Two years after their collapse, the Shaa are still working to restructure and rebuild their society. Any criminals have been destroyed prior due to the events in “The Choice of Aurvandil”.
